2011- 2015 Consolidated Plan Process

MFA and the State of New Mexico have completed the development and approval process for the 2011-2015 Consolidated Plan. The process is described below.

Every five years MFA and the State of New Mexico develop a five year plan for housing and community development. The 2011-2015 Consolidated Plan outlines housing and community development policies and investments that MFA and the Department of Finance and Administration, Local Government Division (DFA) will make over the next five years. The study is required by the Department of Housing and Urban Development (HUD) and guides how Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grant (ESG) and Housing Opportunities for People with Aids (HOPWA) funds will be spent. The plan also includes an Analysis of Impediments to Fair Housing Choice.

  • A draft of the Consolidated Plan, Analysis of Impediments to Fair Housing Choice, and the 2011 Action Plan was available on the MFA website for public comment beginning August 23 and lasting for 30 days. 
  • A Public Hearing on the Draft Plan was held at MFA, Board Room, on September 15 from 2:00 p.m. to 4:00 p.m.
  • The Plan was submitted to HUD on November 12, 2010

The Plan was approved by HUD on Tuesday, January 11, 2011

2011 Action Plan

The planning process requires considerable involvement from various stakeholders in New Mexico. Previously, the planning process included:

  • Citizen Participation Plan.  The CPP sets forth general policies and procedures for implementing and carrying out the Consolidated Planning Process, such as how the Consolidated Plan will be developed, dates and milestones along which the process will proceed, and methods for citizens to offer the State assistance and guidance in the formulation of the Plan.  The CPP can be reviewed here.
